I have TV in my room and another on the upper floor (17meters distance) Will the signal be weaker if I split it to both?

Not only weaker, you'll have an impedence mismatch, which is likely to significantly degrade the signal ... especially sending it over a 17 meter distance.

IMHO, your best option would be a video distribution amplifier. You don't mention if you're looking to do composite or S-video, but there are consumer-grade video amps available for ~US$30.00 or so (one input, 2-4 outputs).

Using the amp will keep your impedences within tolerance, and give you a full signal to drive the 17 meters to the remote set (and maybe have in output or two for a VCR or other device).

FWIW

I am planning on using composite.

Another Q: Is there S-video to Euro Scart Convertor?
