Speedstep question

So after doing a bunch of tests I have come to the conclusion that my speedstep is no longer disabling. Its getting so bad that it is randomly coming on and off (underclocking) no matter what application I use. It's starting to affect my video/photo editing, movie playback and gaming. I get alot of random stutters when it changes its clock speed in all my applications. I verify that's what's happening because I will have CPU Z running the in background and I see the clock speed multiplier change.

I am wanting to replace the faulty part but I'm not sure what part is the problem. Is it my CPU, or my mobo? I don't feel like buying both right now sense I plan to do my upgrading the next round of CPUs.

What do yall think it is?

 
Yeah, it still acts the same regardless of what it is set at. At first the problem wasn't bad. Speedstep worked as it should and would only underclock when it's not being used. But now it's doing it all the time which is very annoying.
