Speednet app doesn't work?

I have a nexus 4. I also have At&t and now I just got a T Mobile pre paid Sim to try. When I run Speednet's app on my N4 it works fine. When I try T-mobile I actually get awesome speeds. I get about 13MB down and 1MB up with like 90ms ping. When I try to run the At&t sim 99% of the time I get a "Network Error" and it will not do a full test, it will only do ping time and that's it. Then sometimes it does run but something isn't right. It says my download is like 7KB and my upload is 1mb and my ping is 300ms. I know at&t is slow on HSPA+ but not that slow. Is their a setting I have to do in the phone to get it to work with the At&t seem? I have tried running the test indoors and out and it always does the same thing. The T-mobile sim always works great every time. As far as signal goes on both Tmobile and At&t I have the full 5 bars. I'm in the Bay Area....
