I am curious does any router always make faster speed on DSL line?

Providing that the MTU Setting is correct, as compare to the software PPPOE, any Router will make the DSL Connection better.

For some reasons I ask is because I decided to try Linksys BEFW11S4 router from long time trusty Seimens SpeedStream Router I checked with Broadband Report speed test it was real slow on old router and somewhat faster on Linksys router I tweaked MTU setting using DrTCP and it gaves me about 1200 up from sub 400.

A Mismatched MTU causes Packet Fragmentation.

No I was referring to "Why would a router be faster than a software PPOE client?" If I run the software PPOE on a fast enough machine surely it would be just as fast as a router won't it??

Hardware is always faster than software. Inherit Latency to perform the operations via many cycles that Hardware does natively.

FWIW, I replaced a Speedstream modem / Enternet300 setup with a Cayman 3220H and the client commented that the web was running faster.
