Specific Voltage Rail Damage?

This may seem like a stupid question, but is it possible for a PSU to have a specific voltage rail e.g. the 12V one damaged while the others are fine? My graphics card died and it's down to either this or another reason...
 
Yes, of course.

Once power is on the secondary side of the power supply, regulation of voltage is done by separate components. If components on the +12V side of things are damaged, it would effect the +12V output and potentially not the other voltages.
