Aside from the angry replies posted here, someone did answer this one correctly. English is the language of commerce and is usually the accepted language for random countries to use when interacting with one another. If Sri Lanka and Bolivia decide to send delegates to hold a conference on something, it is likely they will speak in English at the conference instead of trying to find a Bolivian that can speak the Sri Lankan's language or a Sri Lankan that can speak Spanish.
