In some areas you need to in order to comply with building codes. You may want to check your local codes or check with your insurance company.
 
Last time I was at Radio Shack the In-Wall stuff was cheaper than normal wire for the same gauge and spool size.

We were trying to run a couple of new power outlets in our kitchen, and discovered that there are "supports" or "firestops" between the studs in the wall.

OMG Talk about a PITA. I had to have my father-in-law take a drill bit to work and weld on an extension so we could drill through it without haveing to cut another hole in the wall.

Lots of cursing was heard that day...lol.

I can't even imagine trying to run new outlets on the 2nd floor.
