Speaker Static and weird noises help!

I've had this speaker problem for a couple of years and figured I had enough. I can hear voice tracks, music etc from the speakers but along comes a static on the background, the louder the speakers get the louder the static. Sometimes the static comes along with things I do on the PC, like scrolling down a page with my mouse will make this weird scroll down static noise.

I've found it odd that sometimes the static goes kind of mute when a big program is loading but after that it comes back.

Any ideas? I dont think its my speakers, I'm pretty sure the speakers before these had the same problem, I just don't remember tho.

Plug in a different set of speakers to test if it's a speaker or sound card problem. However, it probably is some sort of electrical interference from the sounds of it.

You may try buying a cheap sound card and using that instead to see if it helps.
