Relative unknown company so order at your own risk, reseller ratings only has 3 reviews, 2 very positive and one guy that didn't like the customer service. So it sounds like you get what you order, which is always positive.

No idea on the shipping as I haven't ordered one due to lack of funds.

how much was shipping? cheapest i saw was 17 bucks? also, is this a normal 6600GT? its not crippled or anything?

This is strange, I called them and they said they don't even sell video cards. They also don't have any listing on the site for them. Sure you had the right link?
 
Doing a search on their site for 6600GT turns up a number of video cards, interesting for a retailer who claims not to sell them. None of them, however are made by Sparkle.

I was jealous I missed this when I first saw this thread. Now I'm glad I've got my BFG 5900XT OC on its way from Woot.
