Space Between Last Line and FootNotes

I don't get it. Can someone help me. I'm writing a paper. On every page, between the last line and the footnotes on that page is a major space. About an inch. And I have no clue how to get rid of it.

I'm guessing the setting is somewhere in the Page Setup.

File > Page Setup > Margins
or
File > Page Setup > Layout
