Space before comma?

I see two extra spaces. And if you can tell the 12.00 suggests someone is from the UK or whatever. Is this common in the UK to use spaces before a comma or what?

This may not seem terrible, but another week we got an HR email saying if anyone solicits us with some crap, please reply with a generic response. The generic response was one of those paragraph long sentences with a bajillion commas. I got a headache trying to read such a long sentence but even worse I wanted to yell after seeing so many spaces before , and after , commas. Oh goodness , just kill me.

Edit: Just read the title... I meant space before comma..

I type times like 12.00 just because there is a period on the numpad.
