When installing SP2, are you supposed to first uninstall SP1? A friends comp is hosed; things like system restore, the windows find function, etc won't work.

You shouldn't have to uninstall SP1 before upgrading it to SP2.
 
When I look in Add Remove Programs, it lists SP1 and SP2. That's why I was wondering if I should uninstall SP1. If these fail to fix the problems, How should I start over? I have a Dell, how is it reformatting those machines?
 
dell should have a recovery cd with the OS on it. Just boot from the CD and follow the instructions to get it back to factory defaults, then load sp2.

Back up your data first.
