SOYO K7V Dragon Plus start problems

sometimes my computer powers up but doesn't boot, no beeps or anything. if i just power down and power back up, then it'll beep and boot up. but its recently taking many many tries before i hear the relieving beep and see the monitor come on. i know its not good for the computer but i'm not sure what exactly is wrong. in the m/b manual, it says the cpu might not be attached properly or something on the m/b might be grounded to the case. but the computer does work (when it boots), and i can't find anything that would short the m/b to the case. so now i never turn my computer off so i won't have to deal with it. once the computer boots up, everything is fine and i can restart and do whatever. just turning it off sends puts it in this condition. i wonder if anybody has any ideas.

i think i had this problem b4
i belive its a grounding issue
so ... you prolly have a live or no ground in your place.
also you may need to seperate the board from the case with plastic/paper washers/or/raisers

gluck (i'd test the ground with a 6$ hardwarestore meter that plugs into a wall socket they have a 3-light readout)
