VISIT TO KASHMIR. BAGH, KURUM KHAR, DIR COT AND HUB CHOWKI.

OCT. 15TH AND 16TH 2005.

This was a 2 day intensive visit to assess the reality on the ground for ourselves and conclude the most appropriate way of providing physical comfort before and after the winter, to the areas most affected by the earth quake.

Our interest was to identify a small community with whom we could be the most affective in social mobilization and rebuilding homes, using earth quake resistant structural methods.

To this end we traveled to three areas higher than Bagh, which had been badly affected by the Earthquake.

Our analysis on the social level indicates that it is imperative that all assistance, no matter what form, is channeled either through NGOs who know the area and/or have good networking, OR through the army. The latter is extremely well organized and dedicated to the relief operation. They also have personnel who are equipped and trained to reach remote villages, which can only be accessed by foot. Their input to this relief cannot be over emphasized.

There is complete chaos in Bagh as truck after truck is dumping their goods either on the roadside or any field they can find. Trucks are being stopped en route and goods distributed to people, thus holding up traffic for hours. These are drivers who have been hired to go to Bagh, issue the goods and return for the next consignment. Obviously they are either ignoring their instructions to deliver specifically to NGOs/Army or have been given inadequate instructions from the source.

We came across mile upon mile of relief trucks from Pakistan, UK (Bradford, Leicester, Manchester) and Germany. Doctors from Turkey, Malaysia and Sweden. Mobile clinics and of course Idi ambulances.

Unfortunately we saw no evidence of Kashmirs either helping themselves or helping fellow Kasmiris that have suffered because of this disaster. In speaking to others there also appears no evidence of Kasmiri politicians helping their people.

Brother not helping brother (specific example), communities watching rescue efforts being conducted by either the army, volunteers from Pakistan or foreign aid workers. The Govt.college in Bagh has been completely destroyed. Yesterday- 16 th Oct- I saw and filmed only 6 army personnel trying to bring out the bodies of 25 students that are still buried in the classrooms. This college is 5 minutes walk from the main bazaar- which is intact and full of people. Not a single Kashmiri was there to assist the army except for one teacher. No one from the community helped to bury any dead body that was not known to them. They lay there for days, until the army or Idi buried them.

Categorically, from the time we were there, no out break of plague or cholera has been reported, as has been in the media.

The best NGOs we came across in the area, are Islamic Relief who have been there for many years and NRSP.

LUMS has established a camp in the Bagh army camp with 22 students from their Mountain Treking Team. These young men under the leadership of Dr. Shoaib Khan (professor at LUMS), have provided invaluable service by reaching villages on foot, given assistance to survivors and provided accurate in the field information ? an aspect that is often overlooked. They are distributing corrugated metal sheets, tents, medicines, blankets and warm clothing before the snows come. LUMS is also considering a long term rehabilitation programme somewhere in Kashmir.

URGENT NEED.

Our assessment is that in the mountains no one- at least to the three communities we spoke- is willing to leave their destroyed homes. Land and property is almost sacred to these people. All the timber that has been used to build these houses can be reused, furniture can repaired and most important all their worldly possessions are buried under the collapsed roof. These people will guard their destroyed homes through the winter and start rebuilding in the spring- March. In our opinion very few, if any, will come to live in the relief tent camps being set up at great expense.

* Blankets and warm clothing.
* Gas cylinders with cooking ring.
* Flash lights.
* Lanterns.
* Snow falls up to 3-4 ft deep. Admittedly tents are better than nothing, but only the really well built ones will be able to with stand the snow load.
* Corrugated metal sheeting, to enable the villagers to at least build one room themselves to pass the winter. The villagers are asking for these NOW so that they can build themselves the walls needed for this room. There is plenty of material that they can be salvaged from their destroyed homes to do this.

[8-10 ( 3'x12') sheets will provide a roof for a room 10'x 8'. Costing approx. $13.5/Rs.800/sheet.]

* Most of the villagers have already stocked up for food to see them through the 3 months of harsh winter. This is routine every year. Some requested atta (wheat) and rice.


WHAT IS NOT NEEDED.

Owing to a lack of understanding of what the communities really need, the media and NGOs- who are not operating here- have provided information which is inaccurate.

In any disaster it is very important to get accurate advise and where not available than go and check it yourself.

In many ways we have altered our thinking in the way we will provide both long and short term relief by this visit.

* Bottled water. We saw many places- roads, fields- where crates upon crates of mineral water have been thrown. The people here get their water from streams which are healthier and have genuine minerals in them. Bottled water is being used for washing clothes and vehicles. In time they will find there way to the market for sale to tourists.
* Old clothing. Completely abandoned by the road side in stacks. Only sweaters are needed. Other clothing is of no use. They have been rejected.
* Food of any type except rice and atta.
* There are plenty of medicines with the right people (doctors, health field workers, clinics, field hospitals). Sending these without it being specifically ear marked for a medical official/clinic/field hospital will lead to waste. We saw many examples of cardboard boxes lying in fields with the contents strewn on the ground. Syringes, drips for transfusion, heavy duty antibiotics, panadol, stomach ailments medicines, cough mixtures, bandages, swabs, ointments. Not only will these become an environmental hazard but are dangerous. It is only a matter of time before children start playing with these items. Puncture themselves or swallow something that will create great harm.
* The point here is that well meaning individuals are spending time and money in doing the wrong things BY NOT FINDING OUT THE CORRECT WAY of delivery.




OUR CONCLUSIONS.

* These communities need very specific help both in the short and long term..
* Contact NGOs/army working in the area and listen to what they advise.
* If anyone is a large donor and not affiliated with an NGO, than go yourself to the field and make your own assessment. Take people who know this business with you.
* In the short term provide items that we have identified in the NEED list. (There are bound to be others.)
* Be careful in the delivery system. Tents which we had ear marked for a specific location, being sent by another NGO, were high jacked along the way and very sadly the driver and doctor accompanying were killed. Choose your routes very carefully and have sufficient man power to provide protection. Most of the trucks we saw had 3-5 people traveling in the truck. Send with army convoy or definitely travel in groups.
* The most important aspect of providing assistance will be the long term re habilitation, re construction programme. Carefully choose the area you feel most comfortable in. Do not enter an area where you have no experience yourself or are not being advised by experienced people in the field.

* Donate money to ONLY those organisations/ institutions you know will deliver.
* Be aware; there are bandits are out there to take what they can- goods, money- and prevent your resources from ever reaching its target. It's a cruel world.

Interesting. Not a lot of big US media coverage of this Earthquake, at least compared to relatively less devastating disasters like our hurricanes Katrina and Wilma. I guess 80,000 dead people and tons of destruction isn't as big a deal for us Americans. Shame.
 
Ah, but this is the case when the US aid effort aims at helping the people before the hardliner groups for earning a new better image and support in the eyes of the affected people. There are very less humanitarian intentions behind the aid.

No wonder, there is such less media coverage in the US. It's called controlled exposure. 😉

And I wonder how much media coverage there was in other countries when Wilma and Katrina hit the U.S. Shame.
 
You forget that BBC and CNN are broadcast worldwide... we get to hear nothing but Katrina and Wilma again and again with updates each minute when we can just hear them once...... I miss BBC's other programmes due to this coverage of hurricanes going on.....
 
Well, here is an update. My friend's brother is in the Indian armed services and is serving as a doctor at one of the points mutually agreed upon in the Line Of Control
Doctors are setting up the field hospital at the transit point at Poonch. Its the first transit point that's up and ready for operations but not very sure about what's going to happen 'cos both India and Pak are kinda suspicious of each other's motives.
India has just agreed to three points. Without the requisite papers nothing much is going to happen or ever will happen. There is enough and more aid for the earthquake victims. But the villages are so far flung that its just not feasible for the army to go traipsing across long distances carrying relief, 'coz they just can't abandon their posts.

Really sad that politics (on both sides) have to come in between people's lives.
 
India has agreed to ANY points to open the LOC is really quite commendable; especially considering the huge increase in terrorists coming from Pakistan. Many are crossing the border and slipping in due to the earthquake and now with the opening of areas in the LOC, who knows if those coming are truly victims or terrorists.

India is also donating 25 million dollars to pakistan. In light of the attack by pakistani terrorists in Delhi, I think this is more gracious than any other country could do.

Are you out of your mind? Most of these are organizations in America, UK, Canada and the rest are of official government relief funds. Being careful about where you donate to has already been pointed to by a previous post. If you are wary of some site do not donate. There are valid alternatives. Labelling them all as being linked to terrorism is not the approach a person using his mind would take. Go have a reality check.

* Us led war on Afghanistan brought further suffering to impoverished Afghans. 400 tonne food convoys immediately sent in via Pakistan. Emergency medical clinics, mobile medical units and ambulance service set-up to serve Kabul, Kandahar, Jalalabad, Charman and Peshawar. 10,000 school kits and 300 wheelchairs distributed.
* Orphan Sponsorship Scheme started in Azerbaijan and Lebanon, bringing the total number of families supported to 1800 in 17 countries worldwide.
* Gujurat, India: ethnic cleansing in Gujurat killed 20,000 and left 60,000 homeless. After immediate emergency aid distribution, including household kits and cash payments. 28 new houses were build and 300 mosques repaired.
* New school extension built in Jerusalem.

2003

* Bam, Iran: Devastating earthquake kills 50,000. Muslim Hands provides food parcels to 3000 families and clothing to 1000. MH receives 4 acres of land from the Mayor of Bam to construct an orphanage.
* US-led invasion brings greater misery to the people of Iraq as thousands of civilians are killed and millions left destitute. Trucks leave MH Head Office loaded with tonnes of aid and medicine. Muslim Hands is one of the few charities to remain as the situation worsens in Falluja, establishing schools and renovating a hospital surgery.
* Muslim Hands receives £100,000 funding from DFID for refurbishment of 4 schools in Falluja serving 1200 boys and girls.
* It's My Project Scheme a success as dozens of donor-tailored projects are carried out.

2004

* Muslim Hands receives the ISO 9001:2000 Award without a single non-conformance. The award demonstrates MH's documented and quality managed procedures and working practices.
* Darfur, Sudan: Muslim Hands sets up camps for 100,000 refugees in Kalima and Mosaid. As well as distributing water, food and shelter, lanterns are distributed, medical centres set-up and temporary schools founded.

Various Indian, Afghani links. Terrorists?😕

Calling valid organizations as supporting terrorism is absurd. You seriously need some counseling. Peeople have the right to decide where they wish to donate. The multiple links are provided so that people can decide which organization they are more comfortable donating to. If anyone is uncomfortable with one organization, go donate to another. However, you have no right to discredit any organization by a punny generalization which has no basis.

The knee jerk response of calling all Pakistani and Islamic relief organizations being terrorists is synonymous to saying that the US, UK, Canada and all Christian relief organizations are actively supporting terrorism and funding them. You seriously need a good education in avoiding generalizations.

Pakistan is an Islamic country. So I doubt you are going to have many "non-political, non-Islamic organizations" in Pakistan. Please provide proof of the affiliation of any of the listed organizations to terrorism, if you can't then please keep your thoughts to yourself as you are probally going to be discouraging people to help out.

BTW, isn't Red-Crescent=Red-cross??

It is a laughable fact when people say that terrorists are crossing over from Pakistan. Before september 11, nobody termed them as terrorists. As soon as it became a catch phrase for people around the world, the Indian government jumped onto the bandwagon. Anyone who asks for his rights across the world is being labelled a terrorist. It's sort of like Godwin's Law where when a situation gets out of hands, it's elevated to an un-necessary status and likened to the worst thing you can find; in this case, terrorists.

In light of Pakistani terrorist attack in Delhi??? I won't believe anything the Indian government says as far as any so called terrorism or India-Pakistan issues are concerned. Both governments have made it a habit to blame the other whenever anything wrong happens to them. That is a fool's approach which just increases the suffering of the common people. Both Pakistani and Indian statements are subject to severe scrutiny to seperate the truth from the stated.

Other countries have done much much more (and unconditionally too) for helping Pakistan. Go look at Oxfam's report about the donor countries who donated to the cause of this Earthquake for getting the facts.

Give me valid verifiable links for these NON ISLAMIC, NON POLITICAL ORGANIZATIONS to put up before objecting. I am all for putting up more links. However take care to see that the organizations are actually working for the Earthquake victims and not for some people in Congo or someplace else. The sad fact is, only the most well known international organizations are working there while the others are sitting elsewhere watching it happen as if it is a fictatious movie. The links put up were for the actual organizations which are working there. There's nothing suspicious about it.

That a first! Perhaps people should stop donating to UNICEF too since the children they help might grow up to be terrorists. Red Crescent and Red Cross are the same organization with different names depending on where they work. Red Cross works in Non-Muslim/Christian countries while Red Crescent works in Muslim countries.

With all due respect asadasif, India has offered do to much more but the Pakistani govt refuses to accept it. You expect the Indian military to loan Pakistan miltary grade helicopters, you are kidding me right? Which country in their right mind would do that.

I don't mean to turn this thread into a flamewar (we already have one going in P&N) but India is doing a lot for Pakistan despite the terror attacks.. (you can deny it came from Pakistan but most Indians believe that it is the case) and I don't appreciate you downplaying it in anyway saying that it is part of a political agenda on part of India. The Indian army is devoting considerable resources towards the humanitarian effort and putting the soldiers in harms way to help Pakistan. Did Pakistan even offer India help during the Tsunami? You are talking as if India somehow is obligated to help India during this crisis... bear in mind that it is out of goodwill.
 
What I am saying is that both sides are exploiting the issue and just increasing the suffering of the affected people. India has done much but was it totally for a humanitarian cause when Kashmiris in Indian Administered Kashmir are not getting help while they are offering Pakistan help? An indian commander was reported saying that their bullets are more precious than the lives of the Kashmiris. Is this the right thing to say? This is plainly an insult to the people who you claim are your own but do nothing to alleviate their suffering. Politicians on both sides are exploiting the issues to play the crowds.

I don't blame the Indian or Pakistani people for being suspicious when the politicians are playing them against each other so viciously. Whenever there is an attack in India, they blame Pakistan and vice virsa(sp?).

I would like to keep this thread to it's intended purpose too and not make it a flame war. India is in no way obligated to help Pakistan. I would say that they should first of all help those people they claim are their own, then move onto other people. Does it makes sense that your own home is destroyed and you go helping others while your own family is sleeping under the open sky?
 
Thanks for the updates mAdMaLuDaWg, we really appreciate it. People on both sides are more willing to create a friendly atmosphere, but it's hard to break the "status-quo", the Governments have their own agendas, and so have the Armies of both nations. Remember India declined Pakistan's offer of help after Gujarat's earthquake? (Musharraf has said that we'll take helicopters but without Indian pilots... back in Gujarat there wasn't an issue of sensitive terrain or pilots...)

Assalam o alaikum,

I got back from earthquake area today. It was four days tour. It was for sure Allah's special grant to me and others who are working there day and night to help their brothers and looking forward for raza of Allah.

There was a medical camp in Mansehra city setup by Pakistan Medical Association, Lahore where we stayed. There is at an average 200 patients staying in the medical camp who have orthopadic problems. Our team is providing daily three times food to all the patients and thier visitors and all the doctors and all other personals working there. Food for around 300 persons everyday is what our team doing. It is totaly from the donations we are getting from our close relatives, friends etc. We prepare food on the spot and then distribute. It gives you satisfaction when you with your own hands give food to those poor deserving people and they give DUA in reply. May Allah accept thier prayers and allow us to serve them more and more.

After staying there with them for four days I have realized that whatever we do for them is not enough. They got no food, no shelter, no money nothing and then its winter starting there and getting colder and colder day by day. Still ways are not open and no aid being reached to them. It is the duty of our nation to keep helping them in the best possible way.

I visited BALAKOT too which is the most effected city and there is nothing left in the city. Everywhere you see is debri. City has completely demolished. Nishan e IBRAT. May we learn something from this destruction from ALlah. We may trun our self back to Allah and strive for his raza ameen! Think all the time that what we did wrong that such a kahar of Allah came on us.

May I request you all to keep donating for earthquake victims and ask others to do the same. Because no matter how much we donate will not be enough for them but it will definitely help us in collecting more and more nakian..........

The rain and snow have started worsening the situation. I think it is going late for any more efforts. The aid is not enough. The areas which still haven't been reached will soon become a human graveyard.
 
Updated the OP to include info about Earthquake. Nearly all of the additions are excerpts from wikipedia. Much better than clicking on links to get info....
