Source engine fog issue

I was playing HL2:Episode2 the other day, and I noticed that too often distant objects look obscured by fog, like in this picture. Is this the fog issue people were talking about, or is it supposed to look that way? I'm currently using a 8800gt with 174.93 drivers and WinXP. Is there any XP NV driver that fixed the fog issue?
 
Virge is right, that's the way it's supposed to look as it's the game's LOD system to speed up outdoor rendering.

The problem in the past was that objects would ?pop? out of the fog so they'd be bright when they were supposed to be dim.
