sound manager?

there needs to be a sound manager just like there is a task manager and window manager(taskbar/desktop)

some program is making a noise on my computer, and i want to know which one it is

like something like task manager that shows which programs are using sound resources and allows me to control the volume (or mute) each one

or mute all for that matter

this kind of control should be built in to Windows (im using WinXP Pro btw). so anyone know any way to accomplish this? if its not built in, any one know of a program that can do it?
 
man, i saw my friend using something like this but he forgot what it was!


I'll be watching this thread for an answer if anyone has one.
