sound is too quiet

I have and Iwill xp333-r board with on-board 5.1 sound. at this time i am running just the front 2 speakers but the sound is WAY too quiet. I have to cranck my speakers all the way up to get it loud, but i hear a lot of static. With my old comp i could have it just as loud at about 40%. The pc sound setting is set to the max.
I am running win2k
any ideas?

Have you made sure that you have more than just the standard volume control on? Make sure that you have all the right boxes checked under properties in your volume control panel.

Make sure your settings to your sound card's software and Win2k and the app that you are running are correct.
