Sound Echos?

Asus A7N8X Del
Barton 2500+
2x512 Hyper X 3200
ATI 9600 AIW

my system is new enough this problem just started happening out of the blue and it ONLY echos with the TV Tuner
 
Sound is probably playing live through the soundcard, and digitized through some PVR type feature of the software. Are you supposed to mute something? I dont know how these cards work, so I could be way off base 🙂
