My goal is to watch TV and DVDs on my old PC. It has an ISA Creative AWE 64 that works ok. Selecting Stereo in either WinDVD or Media Player classic causes the audio to have static. Selecting MONO it does ok. Listening to CDs or MP3s in stereo, there is no static.

Is this a driver problem or some setting I need to change.

If I need to purchase a PCI sound card, can you recommend any cheap cards? One that works with an old system but does NOT use the CPU as its processor?

find an old used SB ensoniq audioPCI, SB 128PCI, or SB16PCI. they are all essentially the same card, and work perfectly for this. used you can find them for virtually nothing plus s/h and I would trust them more then most new ones out for this kind of task.

Your advice was right on target jaqie. For less than $10 shipped, I got a used SB PCI 128 off eBay. That soundcard makes a big difference.
