That's number scewing too. More PC's are being sold today than were being sold when Windows XP came out. Vista is preinstalled on all of those computers---and most buyers aren't savy enough to know they can still get XP if they special order it.
Retail sales of Vista is nearly 40% less than anticipated, causing Microsoft of take another look at Vista + annouce a "new" version of Windows for 2009. From what I understand, Vista isn't actually the Vista that was originally planned. They couldn't get their new OS working, so they borrowed the Windows Server 2003 OS and modified it for workstation/home use.
