Yes there is- the heat to melt the ice didn't appear out of nowhere. The heat energy from the fan blowing air over it melted it, and removed heat from the air, making it colder. Just not cold enough to make a difference.

a wet towel in front of the fan works better. if you have spray bottles, spray a mist in front of the fan, that will really cool things down.

Swamp coolers work differently...the water is pumped over a sponge. So really the wet towel is closer to a swamp cooler.

Cold air sinks, so the ice will not be very effective.
