We had this exact same problem at work.

We had EMI (electro magnetic interference) - on the opposite side of the wall was the power interface for the building. We hired an EMI engineer to come and look at it - he said we can clad the wall in steel (the more iron in the steel the better) - and see if that would work. he also stressed that this EMI was NOT harmful to any employees beyond that of the barfing from constantly looking at a wavy monitor. Our fix was to replace the monitors that had tubes to lcd screens - because the ions that are being projected from the "gun" in the monitor with the tube are actually being deflected by the emi from the power source. You might want to look into this.

let us know what happens and email me if maybe I can help you at all

As people above said, it's probably either dirty power or RFI. If using a UPS doesn't help, start looking for sources of interference. Flouroescent lights, dimmer switches, and just about anything with an electric motor are places to start.

Sorry for not replying yesterday, fell asleep trying to find out what was wrong. :D

Anyway, it's an apartment, corner unit on the topmost floor. I'm facing two streets (carport) and the below unit is the building management office. Judging from what i see on the street even the poles are pretty far away from me. So i'm led to believe that EMI may or may not be the culprit, but it's still a good possibility as i noticed that when using the Laptop (which is plugged directly to the wall jack, no Surge suppressors in between) the LCD screen doesn't flicker at all.

I did notice that this room is behind the kitchen where all the big appliances are located (e.g. Refrigerator, Microwave, Electric Stove, etc) so there might be some truth in the "same circuit" theory.

Going to an all LCD route is a no-no for me as it's hard judging colors and dealing with graphics on that type of screen.

Thanks for everyone's help and take on this! :)
