Something throttling my CPU down?

Sometimes on a fresh boot I get 3600mips/1750mflops out of sandra and sometimes those numbers fall to 3000/1600, what's going on?

Now i'm running:

ASUS A7V133, bios 1007
Athlon 1200c @ 1350 (135*10)
640mb PC133
Thermaltake 6CU+ (7000rpm fan, idles about 50c)
Visiontek Geforce2 DDR GTS 32mb
WindowsXP Professional

also another weird thing, under system properties where it displays ram/speed of processor it only shows the ram... hmm I don't get it

BTW all power management and other means of slowing things down are disabled

Come on guys help me out :(

I have a box fan blowing DIRECTLY into the side of my case with a CPU temp of 107f and a board temp of 73f yet it still struggles, just 15 minutes ago before the box fan or anything i got 3315 mips/1650mflops in sandra then presto it goes down to 2950mips/1430mflops, this is with pretty much all services and apps shut down, it just *decides* when it's going to slow down and it's noticable in applications, 3dmarking etc
bad processor?

UPDATE: just after this post I ran the benchmark again, 2560 mips / 1340 mflops

WTF! *EVERYTHING* in the case is descently cold?!?!

Hmm, well I read your post a day or 2 ago and really have no explanation. What version of Sandra and do these differences occur with other benches? Bench some games.

ok I fixed it, turns out the motherboard was bad, tried other processors in the board and other memory, did the same thing

installed a Shuttle AK31 3.1 w/ 2 256's of pc2100 DDR, same 1.2ghz tbird running @ 1.333mhz and it performs awesome.

5029 3dmarks @ 1024x768x16
3760mips/1820mflops

XP flies

God I hate Asus, i've had issues with so many of their boards

so now where do I find a "performance" bios for this board? I'm running stock e9
