Someone's dog has been left in their car for the past 2 hours

I came into work about 2 hours ago, and when I came in, there was a car illegally parked in our lot. There was a lady sitting in the passenger side so I didn't think much of it, figured maybe she was waiting for someone. Now I looked outside and the lady is gone but their dog is in the car. There appear to be no open windows, to make a bad situation worse.

Should I say something to someone?

Update lady had fallen asleep in the back seat unbeknownst to all of us, and was waiting for someone to get out of a meeting. Most likely the dog had walked across her face at least 10 times, as it was wandering around in the back seat the whole time. The person for some reason didn't park in the visitor lot nor sign up at the front desk to prevent a ticket.

That's one faithful travelling companion - she waited for over 2 hours in the car!
 
Call the cops. They'll slim-jim the car open, let the dog out, and cite the lady for being illegally parked. Should take no more than 25 min. from call to cite.
 
Call the cops. Every day pets die from being left in a car. I don't remember the exact statistic, but I think I read somewhere that the temperature in a closed car can easily get to 120+ degrees.
 
Im surprised the dog is still alive, they can die after only about 10 minutes in that kind of heat. CALL THE COPS or at the very least animal control
 
Turns out the windows were cracked slightly. Cops were called anyway. People park in our lot all the time. It's a business lot among student housing. I don't care that much whether they are parked illegally, I was just unsure about the dog situation.

So did the cops get there? What happened? How is the Dog!?

Don't know. It was big and cute like. Turns out (see update above) the lady was still there asleep and on semi-legitimate business though parked in the wrong spot and not signed in.
