There are also advanced firewall options for Windows Firewall. If you open firewall in control panel, there's should be an "Advanced" link on the left side pane

This is perhaps the best option.
Windows firewall is too simple, and doesn't offer full protection for outbound connections.

Hell all i use is Windows Firewall and my Router's built in NAT firewall along with Windows Defender and i've never gotten an infection on my pc ever.

Prior to upgrading to Windows 8.1 i was using Windows 7 HP with the same thing, it's firewall and MSE antivirus.

It's more about being safe and where you go and what you download than having a boatload of security products.
