Someone please explain "tah winnah" =)

I always see people put "teh winnnnnah" and stuff like that. It obviously means the winner... but I'm unsure if you guys are saying it as a part of computer geek leet talk or it's from a movie or what. Anytime someone posts it I see some little boy with a backwards hat on with a squeeky voice saying "the winnnnah".

Enlighten me.
