Someone parked their truck blocking our garage door

Our garage is on an alley and their truck isnt just in the alley, it is pulled up tight against our garage door... it has been there for a little while and we have no clue whos it is, it isnt any of our immediate neighbors..

Normally I wouldnt care, but we need to put the garbage out and it is blocking our one way to the back alley and the area we put the garbage cans.

Im actually out of town and my wife is the one trying to do this at the moment.

If we called the coppers with the license plate could they point us to which house owns it so we can have them move it ?

This is a densely packed city on a back alley where there are nearly a dozen houses that it could belong to... we know it isnt our closest neighbors, so we are supposed to go around at 9pm knocking on doors in the dark?

Parking is tight in my neighborhood. When someone blocks my driveway I call the cops. They deserve to be towed. They are either preventing me from leaving home or forcing me to waste time searching for parking and having to park far away rather than being able to park in my driveway (really pisses me off if I've got groceries or something heavy to bring inside).
