Somebody keeps turning my lights on and off!

It all started when this guy and his wife moved into the rental house next door. We only talked for a bit and he mentioned he once saw OJ Simpson play football but that's it. Since then my lights have been flickering non-stop, like someone is confused and has nothing better to do with his life!
 
If I were you, I'd just invite him over, shoot him in the face inside my house with an AR-15 and claim 2nd Amendment. 'Merica!
 
Sounds like a serious electrical issue. Is it doing it throughout the whole house or perhaps ~half the house? He might be using loads big enough to cause voltage drop on the whole leg of the transformer.

Though if your lights are actually cutting off completely sounds like a bigger issue such as a loose connection somewhere either in your house or outside. First need to isolate if it's only that circuit, the leg of that circuit or the whole house.
 
Is it all the lights or just a certain one? Possibly a light on a ceiling fan? Does the ceiling fan on a wireless remote? They might have the same model. This happened to my friend, his new neighbor has the same ceiling with remote as his and his lights/fan would seem all random. Once he figured it out he turned off the feature and now screws with the neighbor without telling them 😀

I really wish I could find a scan of the Earthworm Jim manual for SNES. The X button had no function so the page showing what each button did said something like "the X button turns on Mrs. Schultz's porch light in Germany... SO STOP PRESSING IT!"
