If you're a spellcaster, mousecast is great. I lets you bind many spells to keys/mouse clicks so you don't have to go searching though your inventory every time you want to switch spells.
Ummm, you do know there is a shortcut menu built into the game, right?
As for Kiwi's issues: The game ships with an editor and a VERY easy system for plugging in mods. Its even used to plug in the official expansions and mods from Bethesda. Absolutely NO changing of the core files required.
Concerning performance: They only hurt you if you want them to. None of them take away any options from the menu, so you can adjust until you get an acceptable framerate. As noted it the post above, some even improve performance.
My recommendation is any mod that improves underwater vision, there are several.
You actually need to go searching underwater at several points in the game, either for a treasure chest or a dungeon entrance. Its nice to be able to see more than 5 feet in front of you.
I also like any mods that add big storage rooms and ingredient sorters to your houses. Its much easier than running around 1 of your houses, trying to find important stuff.
OR, get a mod that increases your carry capacity. I found one that gives you about 10 times your normal weight limit. No more leaving cool stuff behind. Take it all!
My favorite house mod is one of the basements (I forget the name, will look it up when I get home). It adds a huge basement that is shared between all your houses. It even lets you warp between them (only after you buy them). Tons of storage and an alchemy room with an ingredient sorter. You click on it and it pulls all your stuff out of your inventory and puts them in labeled jars. The basement is not so huge that you waste time running around or getting lost.
My all-time favorite was the Private Mobile Base for Morrowind. You could buy a huge floating base for lots of money and unlock its rooms for even more money.
Had an excellent storeroom and display room. A good training room (summon all kinds of monsters), a nice bedroom, a pool, and two types of warping rooms. One for the shrines located around Vvardenfell and one that just dumped you off at the entrance to towns.
Have not seen anything similar for Oblivion yet but I also havent been keeping an eye out lately.
