Its almost at its end of life. Bought back in in 2010 and now seems it can be used as a heater.
Thought to keep it as a temp and to give it a small regen.

But some how nothing is working. I ran dell diagnostics, Microsoft fix but nothing found. Its damn slow. I remember i did changed its HDD to same model hdd as original went dead.

Can anyone suggest any fix or troubleshooting steps for slowness (Ultra).

Agree with JWade.

Do you use it for anything now that you didn't used to?

If it's running hot, you might pop the lid and blow the dust out. Since it's a laptop, you might want to have a professional do that, and reapply some thermal paste while they're at it. (it's old enough - sometimes that stuff dries out.)

An SSD wouldn't be a bad idea.

For most tasks, though, that should be a reasonably zippy system.

Thanks JeffMD, JWade, Dave for the suggestions.
Right now its mostly used for word press, browsing. And it get hot like anything and lot of noise by just opening the browser. 2 years back its complete motherboard got replaced and fan assembly also. But now same issues again.

Previously used it for Photoshop, playing half life on low-med resolutions (it has ATI Radeon HD5470).

Did the Windows installer tell you?

You can download a memtest CD image, boot from that, and test the RAM. Other Linux boot disks (maybe the memtest one too, but I forget) will have utilities to test/check the hard drive.

Windows 10 installer crashed at 15%, The message I saw was 'reverting to previous windows version'.
After few hours of google , i found CrystalDiskInfo and WD Data Lifeguard Diagnostic for Windows and till now nothing seems bad. Windows memory diagnostic also no error.

Damn the laptop is out of hope to troubleshoot or at least know what is causing the slowness.

so, no hardware failure detected.

Finally, able to upgrade to Win 10 and speed is back as normal. But still heat issue and laptop battery need replacement.

Will it be good to buy laptop battery/ CPU heatsink from different vendor than Dell ? Also, shall i replace heatsink or just new paste will be sufficient enough?

Doing a thermal reapply as well as cleaning of your vents would probably be best if you aren't up to it yourself. Keep in mind shop techs dont charge for their time on the cheap so expect to pay at least $60. And for the love of god don't goto geek squad, or anyone who wants to sell you more services.

So finally today had the laptop cleaned and vents re-breathe. Heat sink re-pasted, costed $90 with tax.
And its alive again with Windows 10. Thanks a lot JeffMD, JWade, Dave.
