I dunno - it would depend on what the evidence showed about the circumstances of the offense (all I know is what that very brief article shows). For argument's sake, let's presume this was an act done out of random cruelty, and did not involve any kind of satanic or other ritualistic component (as such cases often do).
I would say the case should be prosecuted as a felony (to allow for aggressive, long-term supervised parole). I would like to see the guy serve a meaningful amount of confinement (say, 6 months to a year), then be kept under supervised parole, with mandatory psychiatric treatment, for at least 3 years. Any new offenses during the parole could lead to a revocation and a longer term of confinement (a few years, say).
