yet their nations have not sanctioned Iran and continue to make economic deals with Iran (deals that do not involve energy).

What is up with that?

Look at what people do, not say. Much of Europe will be reduced to dhimmi status in a few decades anyway as was basically outlined in the book Londonistan.

Germany is Iran's 2nd largest trading partner.

Last 4 months total exports from Germany - Iran: 1.6 Billion

Total Exports Germany 2005: 1,000 billion.

So with this rate Germany is going to export 4.8 billion to Iran this year.

That is less than 1% of Germany's total exports.

Besides, it's a free market economy and unless it is embargoed or other controlled goods, the government(s) have NO say about the destination of a companies business

It has to do with the effects of sanctions.

Weapon sanctions, applied to relatively small actors, can succeed if they're accompanied by other measures (like diplomatic isolation, commodity trade blocades). Also, there isn't much that can go wrong.

Broad trade sanctions on the other hand have a number of undesired effects attached to them.
[*]They affect the people. (Unicef says that the Iraq sanctions led to the deaths of over half a million childrens)
[*]They tend to strengthen the domestic support for these in power.
[*]As was said before, sanctions have economic effect to these who impose them, too. Some countries like Germany and Russia sell goods and services to Iran that are worth billions each year. In Iran's case, the oil price would rise, too.

Which positive effects are to expect? European trade sanctions won't hurt the world's #4 oil export nation very much. And after two decades of American sanctions, Iran now is a self-supporter in many areas. Weapons sanctions must be UN wide to have an effect and we shouldn't expect Russia and China to support them until the nuclear smoking gun is found in Iran.

Bottom line, Europeans think that sanctions are a step on the escalation ladder that is not worth its cost.
