Exactly, if they want the full force of the US Navy on their side, they can fly an American flag, otherwise fuck-'em. Its not the US's job to provide protection to ships flagged with flags of convenience or that have no connection to the US.

The US committed forces to Task Force 151 protect the shipping lanes and that means when a ship in distress calls for help they will respond if they are close enough and falls under the guidelines outlined in the first paragraph.
 
You're right, every time they get away with another attack on a ship they become more emboldened to do even more. Humanitarian aid was already tried and we see how that played out. Time to tomahawk their warlords and their troops to free the people of their oppression.
