[solved] fans and HDDs, but no beeps or bootup

I'm troubleshooting here: I turned on my work PC today and got fans, HDDs start, CD makes noises, but nothing happes after that - no beeps, no video, no Windows load, no boot screen. I reset CMOS and same thing:

Must be CPU, right? I was OCing it, not super-high, but it was OCd. If video or ram was bad, I'd get beeps, so must be CPU (?)
 
update** I took the power out, removed battery and reset cmos for about 20 mins and now it turns on, then turns off after 4 secs, then on again - an endless loop. Suggestions?
 
ok, figured it out - a stick of my Tracer ram died - or corrupted anyway. It sill lights up, but taking it out allows me to boot.
 
Those Crucial sticks have caused a lot of problems for people, they tend to burn out due to the high voltage.
 
what's the default V on these? I forget... I need to set them again nwo that I've reset CMOS. This is going back to crucial.
