Its on the cpu its self which is the green part between the two black soft things that the hsf lays on.

I'm guessin it has to do something with the FSB (whichever it is closest to 100/133/166/200, so if you are somewhere in between I guess round off) or the Multiplier because when I upped the multiplier from 12.5 to 13 with an fsb of 180 i jumped from a respective (2600+ rating to a 2700+ rating in the bios). 13 to 13.5 resulted in a 2800+ rating in the bios. Use Sisoft Sandra and to bench the cpu and they'll give you a better estimated AMD PR rating.
