Solutions to monitor and remove humidity in a house...

My house is basically Stucco over cinderblock. It has a lot of problems breathing like a wood house would... Since I moved in, I added 2 fans in the house (1 in the kitchen and 1 in the bathroom) to help pump out moist air, but the humidity is still high enough that mold is growing on the window sills where the windows sweat....(single-pained glass which is another problem)

So....I know I could go out and buy a dehumidifier and run it, but these units are more portable and aren't part of the house. I want to find a better solution that either is part of the central heat pump/ac or possibly a ventilation system that I'll have to install separate from that to monitor the RH in the spaces and adjust. Suggestions please....thanks.

my house had a dehumidifier that went in the ac/heat ducting right after the furnace. the water it collected was fed into the water heater. there was a simple knob to control the level of humidity in the house.

no idea what the system was called though.
