IMO military is unlike any other job - you sign up to protect your country and those who can't young, old, infirmed etc and thus you have a moral obligation higher than that of a regular employment contract upon signing it. At the same time you have moral obligation to your children but Army came before those so it takes precedence and she knew that before having them. I would dishonorably discharge her and fine her whatever cost to train her amortized over 8 year term of remaining time left on contract.
