Solarism LM1503S 15in 13ms REPONSE time?!?!?

has anyone used this LCD??
i thought the lowest reponse time out there was 16ms

Some bad sellers even use "4ms" as the selling point for those new 16ms LCD.

I dont think so, there spec sheet clearly says tr 13 tf 27
