Software tool to show PCI frequency?

Is there a software tool will show you the current PCI frequency?

There are different software tools that can take a guess, but the only way to be sure requires using a hardware tool; Annad used one a couple of weeks ago when talking about PCI locks.

My point is that it doesn't give PCI speeds. It just gives general information on basic components.
