Software to make website and drive traffic?

One of my customers just got scammed when she tried to set up her website when she purchased some software to set up and promote her website.

Are there any recommendations for a site or software that will design relatively simple websites and help to drive traffic towards its?

Something not too expensive?

I'd be interested too. I'll be helping a small site redo their site and they want it in a template kind of thing...that they can easily update as needed. They Control Panel of their host has http://www.simplescripts.com/ available. So a possibility is Wordpress.

So far I have found Wix, Jimdo or Weebly.

Does anyone have any experience with any of them?
