Software to create virtual machine for MacOS?

Please get me right.
I have a PC, and I want to create a virtual machine that can install Mac-based OS and programs. Not the other way around (like Microsoft Virtual PC 7.0)
Anyone knows of a software like that? MS Virtual PC and VMware workstation don't have this feature.

If all you need is MacOS (not Mac OS X), why not get a crappy old Mac. They're relatively cheap.

If mac os 8 or lower is ok then you could use this.
