Software to block software download/Installation on Windows 98

Hello folks,

A friend of mine who is a teacher has a classroom full of 10 workstations running Windows 98 all connecting to the Internet and she would like to control the computers via software to block students downloading/installing software.

The teacher doesn't mind students accessing the Internet, working with word and etc. Just deny the students from installing programs and deny them from playing with the control panel.

What is a good software for that?
 
Win9x does not have the safety protection hooks.

You could remove access to the Control Panel and other items on the start menu.

An enterpirsing student could figure out a way to use the IE URL address to get at the dirve anyhow.
Best thing is to setup rules that are to be followed if you can not upgrade.
 
it wont stop downloads but every single change will go back to the set configuration, including uninstalling games
