Does anyone know of a software that allows you restricts which websites a user can access?

from my readings NetNanny just filters stuff. I want to find a software the completely allows me to say only youtube or cnn or whatever.com are allowed. Everything else is completely blocked.
 
Internet explorer can do this to some degree. Check out the content advisor section in the options. You can also do this via a routers configuration, some are more configurable than others.
 
IE >> Tools >> Internet Options >> Connections >> Lan Settings >> Proxy Server >> Set to "10.0.0.0" (or any fake IP) >> Then Advanced >> Exceptions

I don't have a software package to suggest, but,

if you use a router, its control program may already include exactly the control you asked about.

Mine has a website filter that lets you specify which websites anyone can connect to.
See this attached image, read the upper area of it.

However, this is my first and only experience with a router so I don't know if similar controls are provided in other router brands.

So check your router control program for presence of a website filter, and if you have it, it will do exactly what you asked.
