software that lets me cut a mpg?

say i have a mpg and i dont want the 1st 30 sec of it. what programs out there lets me cut it?

VCDHelp Has the information you need.

You can use TMPGEnc which is freeware, the instructions are on the webpage link above under "Editing"

how do i know if i have mpeg1, 2, or 4?

It's more then likely mpeg1.

TMPGEnc is excellent for cutting mpeg1 files. I use it a lot.
