Software that converts home video quality to film quality

Hi, does anyone know of any software that can convert home video quality which i took of my camera and put on my PC, and convert the home video quality into film quality?

i don't think you can convert lower quality to higher quality..... you can probably run some filters thru it or something, but it won't be "film" quality.

The only program that I've used that you can clean stuff up, run filters, etc. is Apple's Final Cut Pro. Great program. You could try Adobes Premire, but I don't have much experience with that as I usually run my stuff through my...mac.
