Software suggestion for recording TV content and burning to DVD

I understand that this topic is in the gray area of legality, please lock if it is.

My parents live out in the sticks and aren't able to pull in decent TV reception. I live much closer to town and can pull in the local stations very well. I'd like to be able to grab TV shows for them and dump them to DVD for them to watch.

I've got an HD Tuner hooked up to my PC and have Windows Vista Home Premium.

Is there any collection of media center software that allows me to dump to a standard video format and then burn that as a standard DVD?

Also - I've done a search under "DVR", "Burning", "Recording" ect and couldn't really find the answer I was looking for.

I'm not looking to host these on a torrent site, and I have no interest of downloading them from such. Just looking to grab something that is locally available and recording it for later use on portable media.

i have used Beyond TV in the past to record TV and the newest versions support DVD authoring, i believe.
