What is the best benchmark/test for testing the perfromance for different video card drivers or settings?

I would have to say that 3dMark is the best program to benchmark your video card. It gives fairly consistent results relative to your system and the tweaks, driver changes, etc.
 
Another vote for 3dmark2000 for D3D performance but if I remember correctly it doesn't do anything for openGl so you'd need to use something like Q3 time demo for that.🙂
 
You could actually try Wintune. It tests basic D3D, OpenGL, and normal windows 2D mode speeds aswell as measuring disk, memory, and CPU performance. Its not brilliant, but it does give some real-life numbers (e.g. 3DMark says a GF2 has a fill-rate of 1600 Mtex/sec, which it does, problem is it cant ever give that output in real-life).
