Software for playing DVDs

I like PowerDVD. It has everything I need.

But since you're looking for a free one and you're using win2k, you can use the free one included in win2k. Run C:\WINNT\System32\dvdplay.exe. I don't think you need a decoder, but if you do just download the demo player from windvd or powerdvd but use dvdplay.exe and it should work.
 
I use Leadtek's bundled player that came with my video card.

Also you can Windows Media player and it can play DVDs just fine.

WMP only plays DVD's if you have a decoder installed. It will not play DVD's "out of the box".
