Software for creating video menu

I'm not sure if this threas is better placed here or in audio/video, anyway:

I'm editing some videos in sony vegas that are going to be displayed in a presential course.

To make it easyer for the presenters and to give a better image than just looking for them in a folder I was thinking to make an interactive menu, where you can see images of the video and select one to be played (with VLC, if it's possible).

Do you know any software not too complicated to learn (I have to have them for this friday)?

Is it possible to do it using html5 and CSS? (the video files MUST be local)

I remember, there was DVD Lab Pro that you could make DVD like those that in retail stores.

Hum, I've seen a lot of DVD authoring tools, but I have around 190 minutes of video (final edit) recorded with a DSLR and I wan't them in 1080p. I still have to finish some details, so I don't know whats the actual size, but I'm sure that it won't fit in a DVD.

Sorry, but on DVD you won't get more than 480...

If you want 1080 - you need BD....
