Well, you've at least got until 3rd quarter 05 for the announcement IIRC, and will take likely a few years after that to actually implement. So you likely have plenty of time.
On the construction ... wow. I haven't been out there in a few months. This is the Area B work, right? IIRC, they are giving area A to some developer, in exchange for some of the construction costs to rebuild the base on Area A. I'm sure they are rushing it so they can tell the BRAC people "Look, we've already spent all this money rebuilding the base ...."

Anyway, I remember there being talk when I was there that they didn't dare dig up area B due to all the potential environmental issues (ie. chemical waste) they would encounter.
